It supports organisations at the grass-roots level especially those working with the weakest sections of the society and focuses on an issue/area programme approach. The emphasis is on community organisation, networking, empowerment, leadership development, documentation and dissemination of information, capacity building and awareness generation among partner organisations and reference communities
